Albania’s Council of Ministers has approved a normative act revising the 2025 state budget, reallocating unused funds, authorizing major property purchases abroad and providing additional support for local governments and vulnerable groups.
Under the decision, all unspent funds from the 2025 budget will be transferred to a special account at the Bank of Albania to support pensioners, rather than expiring at year’s end.
The government also allocated 2.2 billion lek to the Ministry of Social Affairs for assistance to low‑income households.
The Foreign Ministry received 520 million lek (about €5.2 million) to purchase the building that will house Albania’s diplomatic mission in London.
The government will transfer 636 million lek to the Municipality of Tirana as compensation for the headquarters of the Tirana Water and Sewerage Company, which has been reassigned to the Justice Ministry for use by the Special Anti‑Corruption Prosecution (SPAK).
To help municipalities settle overdue obligations, the act allocates 1.2 billion lek, distributed 60 percent based on each municipality’s debt stock and 40 percent according to population. The total local government budget for 2025 is set at 90.9 billion lek.
The act also earmarks 800 million lek for sports programs, including 300 million lek for the Albanian Football Federation to host the UEFA U‑17 and U‑21 European Championships, 280 million lek for school sports programs and 220 million lek for international participation in the “Cupra FIP Tour Platinum” padel event.
In the health sector, the ceiling for reimbursed medicines is set at 12.6 billion lek, while the total health insurance budget will reach 64.8 billion lek.
