Cyprus’ Office of the Commissioner for Communications and Digital Security has released the results of two nationwide surveys showing that both businesses and citizens continue to face frequent cyberattacks, with phishing remaining the most common threat.
The surveys, conducted in 2025, examined how companies and individuals manage cybersecurity risks, respond to incidents and understand the consequences of cyberattacks. The business survey covered 459 companies across industry, commerce and services between September and November. The citizens’ survey included 1,043 respondents in August and September.
Businesses
According to the findings, 53% of businesses reported at least one cyberattack or breach in the past 12 months — an average of one attack every eight days. More than half of affected companies (51%) incurred financial losses, averaging €12,000.
