Cyprus’ radiotelevision and digital services authority is inviting applications from organisations seeking designation as “trusted flaggers” of illegal online content under the European Union’s Digital Services Act.
Trusted flaggers are specialised bodies authorised to identify potentially illegal material — such as hate speech or terrorist content — and submit priority notices to online platforms.
The European Commission says such entities must demonstrate expertise in detecting specific types of unlawful content and follow established reporting standards.
According to the Commission, trusted flaggers must meet three criteria: proven competence in identifying illegal content, independence from online platforms to ensure unbiased assessments, and a record of diligence and accuracy. They are also required to publish annual reports detailing the notices they submit and the types of content flagged.
