European Union foreign policy chief Kaja Kallas urged member states Monday to adopt more creative and aggressive strategies to counter Russia’s so-called shadow fleet, which is used to transport oil globally in defiance of international sanctions.
Speaking ahead of a meeting of EU foreign ministers in Luxembourg, Kallas said Russia has shown ingenuity in bypassing sanctions, and EU countries must respond in kind.
“We must constantly think carefully about what more we can do,” she said.
The Russian shadow fleet is estimated to include between 600 and 1,400 tankers.
