Hamas political bureau member Hossam Badran said Tuesday that moving to the second phase of the Gaza ceasefire agreement depends on Israel halting what he described as ongoing violations.

In a press statement, Badran stressed that any discussion of the next stage must be preceded by international pressure on Israel to fully implement commitments from the first phase. He said “various parties monitoring the Palestinian file” agreed Israel had not fulfilled its obligations, citing the continued closure of the Rafah crossing, restrictions on humanitarian aid, obstruction of shelter deliveries and killings in the enclave.

Badran also rejected remarks by Israeli army chief Eyal Zamir, who on Sunday described the “yellow line” demarcation as a “new borderline” inside Gaza. Badran said the comments revealed Israel’s non‑compliance with ceasefire terms and accused the army of continuing demolitions of Palestinian homes within the zone.

Zamir said the “yellow line” functions as a forward defensive line and an area of operational activity, marking where Israeli troops have remained stationed since the ceasefire took effect on Oct. 10.
