Cyprus FM Joins EU Talks on Ukraine, Middle East in Brussels

Cypriot Foreign Minister Constantinos Kombos took part in Monday’s meeting of the EU Foreign Affairs Council, where ministers focused on Russia’s ongoing aggression against Ukraine and the situation in the Middle East.

During the session on Ukraine, Kombos noted that Tuesday marks four years since Russia’s invasion and reiterated Cyprus’ “unwavering support” for Kyiv. As a country that has experienced invasion and continues to face occupation, he said, Cyprus stands firmly for the territorial integrity and sovereignty of all states. He added that the EU has achieved much over the past four years and can do more — both in negotiations and in supporting Ukraine.

On the EU’s 20th sanctions package now under discussion, Kombos described it as ambitious and robust, saying the Cypriot presidency of the Council will continue working toward agreement.

Ministers also exchanged views on developments in the Middle East, with particular attention to Iran and Syria. On Iran, Kombos stressed the need to maintain diplomatic efforts and warned of the serious regional consequences of any military escalation. On Syria, he said the situation remains fluid and called for full implementation of the cease‑fire and existing agreements, urging the EU to stay engaged.

Over a working lunch with Nickolay Mladenov, the EU’s High Representative for Gaza, Kombos said Cyprus aims to contribute to regional peace and stability with concrete, workable proposals. He reaffirmed that Cyprus’ support on Gaza aligns with its long‑standing position in favor of a two‑state solution under UN Security Council resolutions. He added that Cyprus will continue working with UN bodies, including UNOPS, to advance its 20‑point plan for Gaza based on Resolution 2803.

Before the Council convened, ministers held an informal breakfast discussion on hybrid threats, information manipulation and foreign interference.

On the sidelines, Kombos met bilaterally with Ireland’s Minister for Foreign Affairs, Trade and Defence, Helen McEntee.
