About 17.1% of Cyprus’ population — roughly 167,000 people — were at risk of poverty or social exclusion in 2025, unchanged from the previous year, according to new data from the Statistical Service’s Income and Living Conditions Survey.

The survey found that women remained more vulnerable than men, with rates of 18.7% and 15.5% respectively.

It also showed mixed movement among the three indicators that make up the EU’s AROPE index: the poverty‑risk rate rose slightly to 14.9%, severe material and social deprivation fell to 2.2%, and the share of people living in very low work‑intensity households stayed at 4.2%.

The monetary poverty threshold increased to €13,240 for a single‑person household and €27,803 for a family of two adults and two children, reflecting a rise in median disposable income.

Before counting pensions and social benefits, 33.6% of the population would have been at risk of poverty; that figure dropped to 14.9% after transfers, highlighting their impact.

The 2025 survey covered 4,224 households across Cyprus and forms part of the EU‑wide SILC program used to monitor income inequality, deprivation and social cohesion.
