Amnesty International is urging a formal investigation into Israel’s airstrike on Iran’s Evin prison in late June, describing the attack as a potential war crime.

In a report released Tuesday, the human rights organization stated that under international humanitarian law, prisons are considered civilian objects. Amnesty said there is no credible evidence that Evin prison constituted a legitimate military target.

The group estimates that between 1,500 and 2,000 detainees were inside the facility at the time of the strike, including political prisoners and foreign nationals convicted in controversial trials. Activists and former inmates have warned that the attack endangered the lives of those held within the prison.
