Council of Europe Maintains Supervision on Cyprus Missing Persons Cases

The Ministry of Foreign Affairs in Cyprus has acknowledged the Committee of Ministers’ Deputies of the Council of Europe’s decision to continue supervising the implementation of the ECHR rulings on the Cyprus v. Turkey (Missing Persons) and Varnava and others v. Turkey cases.

The Committee emphasized the humanitarian significance of the missing persons issue in Cyprus and called on Turkey to grant the Committee on Missing Persons in Cyprus (CMP) unhindered access to all areas where remains may be located, and to provide all relevant information.

Turkey is also urged to keep the Committee informed of any new developments, including any additional investigations into the six remaining missing persons in the Varnava case.

The Committee reiterated Turkey’s unconditional obligation to pay the awarded sums in the Cyprus v. Turkey (2014) and Varnava and Others v. Turkey (2009) judgments, criticizing the lack of response to the 2021 and 2022 Interim Resolutions.

Turkey is strongly urged to make these payments without further delay.
