Libya’s rival bodies agree on unified national budget, central bank says

Libya’s central bank governor said Saturday that the eastern‑based House of Representatives and the Tripoli‑based High Council of State have reached an agreement to unify public spending through the adoption of a single national budget.

Local media reported that the Central Bank of Libya welcomed the deal, describing it as a “unified development” agreement. In a statement, the bank said the plan includes general spending schedules covering all four categories of the state budget.

The bank said the agreement marks the first consensus on unified spending in more than 13 years and establishes a financial framework based on the state’s actual capacity, aimed at ensuring sustainability and balanced development across all regions.

Reuters reported that the proposed unified budget is close to 190 billion Libyan dinars (about $30 billion).

Libya has remained divided since the 2011 overthrow of Muammar Gaddafi, with the UN‑recognized Government of National Unity in Tripoli and an eastern administration backed by the Libyan National Army. The country’s elections commission said late last year that presidential elections are scheduled for April 2026.
