Syrian Petroleum Company signs deals with Saudi firms, hosts major energy exhibition in Damascus

The Syrian Petroleum Company signed four agreements Tuesday with Saudi firms covering technical support and oil and gas field development, the Ministry of Energy said.

Officials said the signing, held at the ministry headquarters, is part of Syria’s effort to expand its energy sector through regional and international partnerships.

The announcement followed preliminary meetings last week between President Ahmad al‑Sharaa, the Syrian Petroleum Company and U.S. energy giant Chevron.

The talks focused on potential cooperation in oil and gas exploration along Syria’s Mediterranean coast. U.S. Special Envoy for Syria Tom Barrack, Foreign Minister Asaad Hassan al‑Shaibani, SPC Chief Executive Youssef Qablawi and a Chevron delegation attended.

The delegation included Rank Mount, Chevron’s executive vice president for development; Joe Koch, regional development director; Mutaz al‑Khayyat, chairman of global contractor UCC; and its chief executive Ramez al‑Khayyat.

Also last week, Damascus hosted the Syria International Oil, Gas, and Energy Exhibition (SOGE), which drew 90 companies from Syria, the Arab world and abroad.

The event, organized by Nizam Exhibitions and Conferences in cooperation with the Ministry of Energy, opened at the Damascus Fairgrounds.

Deputy Energy Minister for Oil Affairs Ghiath Diab said the exhibition brought together leading national, Arab and international firms.

He said the event reflects the government’s determination to revive the oil and energy sector as a cornerstone of reconstruction and development, and as a sign of economic recovery and openness to regional and international cooperation.

Diab said attracting investment and technical expertise is key to achieving energy security and increasing the value of national resources.

He noted recent steps to encourage investment, including updated regulations and the establishment of SPC as a new executive and regulatory arm to manage petroleum resources.

Italian Ambassador Stefano Ravagnan highlighted the first official participation of Italian companies in Syria’s energy sector.

Seven firms joined the exhibition, some returning after a presence before 2011. Ravagnan said Italian companies are interested in reactivating cooperation with Syrian partners and exploring opportunities in oil, gas and renewable energy.

Ali Nizam, general manager of Nizam Exhibitions and Conferences, said the broad participation underscores the exhibition’s importance as a platform for cooperation and knowledge exchange.

He said the companies represent a significant industrial force in the region.

The exhibition featured firms involved in exploration and drilling, petroleum services, transportation and storage, refining, logistics, renewable energy projects and modern technologies.
