Council of Europe: Cyprus Makes Strides on Anti-Corruption, More Reforms Needed

Cyprus has made notable progress in strengthening its legal framework to combat corruption and promote integrity in government and law enforcement, according to a report released Tuesday by the Council of Europe’s anti-corruption body.

The Group of States against Corruption, known as GRECO, said Cyprus has fully implemented six of its 22 recommendations and partially implemented 13.

Three recommendations remain unaddressed.

The report called for further reforms, including a coordinated integrity strategy for senior officials, stronger post-employment restrictions, increased staffing at the Anti-Corruption Authority, and streamlined oversight procedures.

GRECO also urged better public access to information and greater transparency in police leadership appointments, promotions and disciplinary actions.

President Nikos Christodoulides welcomed the findings, saying in a written statement that Cyprus’s compliance rate exceeds 85 percent—well above the European average. He reaffirmed the government’s commitment to transparency and continued reform.
