Monaco Chairs Rights Court Oversight Meeting at Council of Europe

Monaco for the first time chaired a Council of Europe committee meeting overseeing enforcement of European Court of Human Rights rulings.

The session ran Dec. 1‑4 in Strasbourg, ahead of Monaco’s upcoming presidency of the Council’s Committee of Ministers from May to November 2026.

Ambassador Gabriel Revel, Monaco’s permanent representative, presided over four days of debate. Discussions included cases involving Russia, with UN special rapporteur Mariana Katzarova and NGO representatives present.

The committee adopted 45 decisions covering 24 member states. It also held its first review of the case brought by the Netherlands and Ukraine against Russia over the 2014 downing of Malaysia Airlines Flight MH17.

The next meeting under Monaco’s chairmanship is scheduled for March 9‑11, 2026.
