Online learning rises across EU, but Cyprus remains among lowest users

Online education continued to grow across the European Union in 2025, but Cyprus remained among the bloc’s lowest users of digital learning tools, according to Eurostat.

Only 21 percent of internet users in Cyprus said they had taken an online course or used online learning materials during the year, well below the EU average of 34.8 percent.

The figure represents a modest increase from 2024, when 33.4 percent of EU users reported engaging in online education.

Eurostat said online learning has expanded sharply since 2019, when just 21.4 percent of EU internet users reported using digital education platforms — a rise driven largely by the pandemic and the shift toward remote instruction.

The Netherlands recorded the highest share of online learners at 60.2 percent, followed by Ireland at 59.7 percent, Finland at 50.7 percent and Sweden at 50.6 percent.

At the other end of the scale, Romania reported the lowest uptake at 11.8 percent, with Bulgaria at 18.4 percent, underscoring the uneven adoption of online education across member states.
