The Legal Service of the Republic released its annual analysis showing a significant decrease in court cases filed against the state by asylum seekers and other foreign nationals in 2025 compared with the previous two years.
The report covers appeals, detention and deportation orders, habeas corpus applications and other legal actions filed before the International Protection Administrative Court, the Administrative Court, the Court of Appeal, the Supreme Court and the Supreme Constitutional Court.
International Protection Administrative Court
A total of 3,193 cases were filed by asylum seekers in 2025, down 48% from 2024 and 59% from 2023. Of these, 90.2% were filed by applicants from non‑safe countries, 9.71% from safe countries and three cases by stateless persons.
The largest numbers of filings from non‑safe countries came from the Democratic Republic of Congo, Syria, Cameroon, Nigeria, Iran, Somalia, Guinea, Afghanistan and Sierra Leone.
The court completed 3,130 cases in 2025; only 68 were successful.
Detention orders filed by asylum seekers rose to 53 in 2025, compared with 34 in 2024 and 31 in 2023. Deportation orders totaled five.
Administrative Court
The Administrative Court received 1,308 appeals against the Republic in 2025, down from 1,465 in 2024 and 1,879 in 2023. Of these, 713 were filed by foreign nationals, representing 55% of all cases. Together with appeals against detention and deportation orders, foreign‑related cases accounted for 68% of the total.
Appeals by foreign nationals fell 13% from 2024 and 42% from 2023. Appeals against detention and deportation orders fell 10% from 2024 but rose 14% compared with 2023.
The court issued 193 published decisions in 2025 on cases involving foreign nationals; 79% were decided in favor of the Republic.
Court of Appeal
A total of 169 appeals were filed in 2025 by asylum seekers and foreign nationals, up from 153 in 2024 but down from 216 in 2023.
Of the 60 published decisions issued in 2025, 51 concerned asylum‑related appeals and nine involved other foreign‑national cases. Most appeals filed by asylum seekers were dismissed, while the majority of appeals filed by the Attorney General succeeded.
Supreme Court
The Supreme Court received 37 habeas corpus applications in 2025, up 16% from 2024 and 428% from 2023.
Supreme Constitutional Court
The court issued six published decisions in 2025 on appeals involving foreign nationals; all were dismissed in favor of the Republic. One application seeking activation of the court’s third‑instance jurisdiction was also rejected.
