Experts say repeal of U.S. Caesar Act could boost Syria’s economy

Syrian experts said the U.S. House of Representatives’ vote to repeal the Caesar Act could mark a turning point for the country’s economy, opening the way for new investment and recovery.

Najib Yassin Ghadban, dean of the Faculty of Political Science at Damascus University, called the move “pivotal” and said sanctions had long blocked foreign investment from Europe, Gulf states and international firms.

Economist Qassem Abu Dist said lifting the law would support small and medium‑sized enterprises, which he described as the backbone of development.

He said a more open environment could accelerate recovery in the coming months.

Law specialist Jumaa al‑Sahoo said sanctions had directly affected daily life and that removing them would help restore investor confidence and improve services.

Nada Malkani, head of the Department of Political Studies at Damascus University, called the repeal “a political victory and a historic development,” but cautioned that results will take time.

The Caesar Act, enacted in 2019, targeted the former regime over crimes against Syrians.

Its repeal was included in the U.S. Defense Department budget for 2026.
