The Office of the UN High Commissioner for Human Rights (OHCHR) says the continued division of Cyprus is still negatively affecting the enjoyment of human rights across the island, according to a new report covering the period 1 December 2024 to 30 November 2025.
The report urges both sides to “make use of the recent political momentum” and renew efforts to return to formal negotiations aimed at a comprehensive settlement of the Cyprus issue.
Without such progress, it warns, meaningful improvement in human‑rights protection for all communities will remain difficult.
The OHCHR notes that monitoring conditions in the island’s northern part “remained limited,” while civil‑society groups continue to call for a resumption of talks despite ongoing doubts about whether a negotiated settlement is still achievable.
