The European Commission has unveiled a proposed Digital Networks Act aimed at modernizing, simplifying and harmonizing the European Union’s rules governing connectivity networks.
The draft legislation is designed to create more favorable conditions for operators to invest in next‑generation fibre and mobile infrastructure, which underpins technologies such as artificial intelligence and cloud computing, the Commission said.
Under the proposal, companies would be able to offer services across the EU while registering in only one member state.
The act would also establish an EU‑level spectrum authorization system to support pan‑European satellite communications, while pushing for greater consistency in national spectrum licensing by extending license durations and making renewals the default.
Member states would be required to submit national transition plans in 2029 outlining how they will phase out copper networks and shift to advanced infrastructure between 2030 and 2035.
